Allen County Prosecutor Karen Richards has selected Daniel Sigler of Whitley County as the special prosecutor regarding the complaint filed by Nick Hess of Indiana Common Cause. Mr. Sigler is a Democrat.
Those with a knowledge of Allen County political history might think this was an unusual choice.
Mr. Sigler was the special prosecutor in the 1980's campaign finance investigation which led to the resignation of then-Fort Wayne Mayor Win Moses. Mr. Sigler, at the time, was the elected Prosecutor of Adams County, Indiana. Mr. Sigler reached a plea agreement with then Mayor Moses to resign from office.
However, the agreement did not foreclose the possibility that Mr. Moses, having created a vacancy in office, could run in a special caucus election 10 days later and fill his own vacancy.
Mr. Sigler, in subsequent years, left his practice in Adams County to join the Columbia City law practice of long-time Democrat figure John Whiteleather.
Mr. Moses, following his defeat by Paul Helmke in 1987, was elected to the Indiana House of Representatives. He survived a close election contest a few years later when he was challenged by a first time Republican candidate named .... Matt Kelty.

Has anyone ever heard of a citizen complaint triggering the appointment of a special prosecutor after an administrative body with proper jurisdiction made a ruling? If so, please enlighten me.
