What is the basis for the county paying Fries for vacation days when he had already been paid for them when he changed jobs?

The Chief Deputy's position has always been a salaried post - not hourly.

I believe the Sheriff, in replying to Auditor Blosser, was just extrapolating an hourly rate from the annual salary of the Chief Deputy.
