I encourage Mr. McGauley and your readers to examine this law closely. It does not say rebates of commissions can never be given. It says they cannot be given "after insurance has been effected" or if they are "not specified in the policy." It suggests they can be given "to the extent provided for in applicable findings."
The Journal Gazette editorial page would never try to "snooker" anyone into doing something wrong.
