Governor Daniels has appointed a new Public Access Counselor for the State of Indiana. The term of the prior appointee expired today. The Counselor advises the public and government on compliance with Indiana's state Open Door law and Open Records law.
These are important laws for transparency in government. The public has a right to know and local governments officials are sometimes ingenious in trying to thwart the intent of the acts and sometimes clueless in what must be done to comply with the acts.

Heather Willis Neal has been appointed Indiana's new public access counselor.

Neal, a Terre Haute native, worked nearly six years under former Indiana Secretary of State Sue Anne Gilroy and current Secretary of State Todd Rokita, whom she served as chief of staff from 2003 to 2005.

Neal earned her undergraduate degree from Franklin College and her law degree from the Indiana University School of Law-Indianapolis.
